A report commissioned by United Nations secretary general Antonio Guterres said the UN's own conduct in Myanmar was an “obviously dysfunctional performance” over the last ten years, according to The Guardian. The report concluded there was a systemic failure across Myanmar after accusations first emerged that claimed the UN ignored the warning signs of escalating violence and rhetoric targeting Myanmar's Rohingya Muslim minority.
